    • IV Российский конгресс переработчиков пластмасс — от сырья до вторичной переработки


      23 ноября завершил работу IV Российский конгресс переработчиков пластмасс. Инициаторами проведения и организаторами стали Правительство Москвы, Российское объединение переработчиков пластмасс, Мессе Дюссельдорф Москва и компания RCC Group. За два дня мероприятие посетили 327 участников, из которых более двухсот являлись представителями компаний-переработчиков. Делегатами форума был рассмотрен широкий спектр важнейших для отрасли вопросов: доступность полимерного сырья на внутреннем рынке; проблемы регулирования и развитие рынков сбыта полимерной продукции; возможности региональной/государственной поддержки отрасли; новые материалы, технологии и оборудование; европейские стандарты; сбор и утилизация вторичных полимеров, переработка бытового мусора и др.


      Приветствуя участников форума, президент Российского союза химиков Виктор Иванов подчеркнул, что переработка полимеров, развитие которой способствует активизации малого и среднего бизнеса, является важнейшим сектором химической промышленности. Крайне важен вопрос использования вторичного полимерного сырья: только в утилизируемых автомобилях более 40 % полимерных материалов, а сколько упаковочных материалов выбрасывается без утилизации в одном Московском регионе. В. Иванов пожелал плодотворной работе участникам Конгресса и заверил, что РСХ окажет содействие в продвижении решений форума.


      Сессию, посвященную развитию рынков сбыта полимерной продукции, открыл Рафинат Яруллин, генеральный директор ОАО «Татнефтехиминвест-Холдинг». Республика Татарстан является лидером не только производства полимеров, но и их переработки. Последние несколько лет в республике реализовано 9 новых крупных проектов. На 2011 год запланирован рост переработки пластмасс на 80 % по сравнению с 2008 годом. Есть проекты, которые уже сегодня находятся на стадии реализации, например, проект ЗАО «НУРан» — производство нанодисперсных полимерных композиционных материалов для кабельной и трубной промышленности (инвестиции составляют свыше 1 млрд рублей), производство древесно-полимерных компаундов и изделий из них (инвестиции около 1 млн долларов), производство искусственного травяного покрытия, стекловолокна и др. Однако и в РТ есть проблемы, тормозящие развитие сектора переработки: слабая кооперация с другими отраслями (строительной отраслью, автопромом и др.), отсутствие в Татарстане производств полиэфиров, малеинового ангидрида, полибутилентерефталата и катастрофическая нехватка этилена. Р. Яруллин подчеркнул, что сегодня назрела необходимо в увеличении таможенных пошлин на экспорт этилена.


      В Нижнекамске и Казани активно развиваются технопарковые структуры, которые во многом способствуют росту пластпереработки. О наиболее успешных резидентах технополиса «Химград» рассказал Айрат Гиззатуллин, генеральный директор УК «Идея», управляющий технополиса «Химград». Однако он заметил, что большая часть резидентов занимается производством продукции относительно низкой добавленной стоимости, выпуск композиционных материалов более высокой добавленной стоимости тормозит отсутствие необходимых сырьевых полимеров и недостаточный спрос со стороны потребителей. В последнее время заметно возросла конкуренция со стороны азиатских производителей. Так, Турция увеличила объемы экспорта композитов класса низкой добавленной стоимости в РФ, этому способствовала программа господдержки, принятая турецким правительством.


      Одним из путей расширения внутреннего рынка полимерной продукции и развития сектора переработки полимеров (производство георешеток, труб и т. п.) могло бы стать принятие в РФ обязательных стандартов EN-DIN по применению полимерных материалов в дорожном строительстве и ЖКХ. Этому вопросу был посвящен доклад генерального директора компании RCCGroup Катерины Краевой, которая подчеркнула, что ОАО «РЖД» уже использует данные стандарты.


      О тенденциях рынка термопластов рассказал Михаил Кацевман, директор по науке и развитию группы «Полипластик». По его оценке, дефицит объемов переработки термопластов в РФ составляет 2,5 – 3,5 млн т, и это несмотря на то, что производство и потребление термопластичных материалов развивается в РФ опережающими темпами. Основная тенденция рынка — турбулентность: волны дефицита переходящие в перепроизводство, и нужно противостоять таким колебаниям. Глобализация и поиск своего места в мировом распределении труда, по мнению М. Кацевман, более важны, чем рост мощностей, а основным двигателем развития потребления термопластов будет ресурсосбережение.


      На сессии «Новые материалы на российском рынке» Валерий Куличихин, член-корреспондент РАН, представил нанокомпозиты на основе термопластов. Пока не ясно станут ли полученные результаты инновациями, расширяющими ассортимент полимерных материалов, или останутся просто вкладом в науку, но хочется надеяться, что нанокомпозитные продукты появятся на рынке к концу 2012 – началу 2013 года.


      Виктор Авдеев, директор Института новых углеродных материалов и технологий, посетовал на то, что при разработке новых композитов недооценена роль углеродных волокон и стекловолокна. Стекловолокно размером от 6 до 8 мкм позволяет получать композиты с уникальными свойствами. В ИНУМиТ разработаны технологии производства тары для боеприпасов на основе композиционных материалов, ламинированного графитового листа, углерод-полимерных композитов для биполярных пластин и т.д. Дариуш Лукашевски, региональный управляющий компании Milliken Chemical, рассказал о возможностях производства современных марок ПП в РФ, Марина Чумакова («Вакер Хеми Рус») — о жидких силиковых резинах для инжекционного литья, Асланбек Балов, генеральный директор «Полихимгрупп» — о замещении применяемых антипиренов продуктами нового поколения, Тимофей Калинин — о защите от плесени с помощью полимерных добавок. Евгений Антипов, замдиректора ИНХС РАН, остановился на организации современного производства наноматериалов широкого потребления в РФ (производственное предприятие ЗАО «Метаклэй» – ГК «РОСНАНОТЕХ»), а Вера Мясоедова, главный научный сотрудник ИХФ РАН, — на фибрилляторных нанокомпозитах для прессования и экструзионного формования.


      На конгрессе было представлено новое европейское оборудование пластпереработки (Всеволод Абрамов, председатель Объединения переработчиков пластмасс), оборудование для обеспыливания гранулята на этапе погрузки ( Бернд Фишер, Schnorr von Carolsfeld & Service GmbH), для производства металлополимерных труб нового поколения (Евгений Бухарев, НПП «Маяк-93М») и оборудование для производства полимерных клапанов новой конструкции (Петр Малина, ЗАО «Биоэнергетик»).


      Остро прошли панельные дискуссии о проблемах доступности полимерного сырья, сборе и утилизации вторичных полимеров. В первой дискуссии принимали участие аналитики (Тамара Хазова, директор департамента аналитики «Альянс-Аналитика»), производители полимеров (Артем Крупинов, начальник управления маркетинга полимерной продукции ООО «Сибур») и переработчики (Мирон Гориловский, «Полипластик»; Абдуллах Микитаев, «Макполимер», Юрий Орлов, ООО «Промхимпласт» и Константин Архипов, «Ижевский завод пластмасс»). Участники сошлись во мнении, что внутреннего рынка полимеров нет как такового, спрос намного превышает предложение: с 2000 года переработка выросла на 248 %, а производство полимеров только на 167 %. В такой ситуации цены диктует не рынок, а 5-7 производителей, которые легко и безнаказанно могут вступать в ценовой сговор. Только «Полипластик», крупнейший производитель труб, завозит 25-30 % полимеров из-за рубежа, что снижает маржу в 2 раза. Малые предприятия по переработке полимеров просто закрывают производства. В ходе дискуссии прозвучали предложения об отмене таможенной пошлины на ввоз полимеров из-за рубежа, поддержке со стороны правительства, в том числе в виде льготного кредитования, запуска крупнотоннажных новых полимерных производств и содействии в ограничении действий монополистов-производителей полимеров.


      Вторая дискуссия проходила при участии представителей регионов: Нина Алейникова, главный советник полномочного представителя Президента РФ в СЗФО, Сергей Горбачев, депутат Тюменской городской думы, Олег Приймак, депутат Мосгордумы, и др. Докладчики рассказали о современных решениях по переработке ТБО (Валерий Блок, директор волгоградского СПКБ), об особенностях сортировки мусора в РФ и за рубежом (Сергей Тарских, группа компаний «СТаТико»). Опытом развития мусорного бизнеса с внедрением мини-ТЭС, активно внедряемых на Украине, поделился Михаил Зайков, член совета директоров ЗАО «Биоэнергетик». Юрий Радюшкин, директор по проектам ЗАО «Экрос-Инжиниринг» напомнил участникам, что при утилизации и сжигании мусора нельзя забывать об экологии, необходимо осуществлять мониторинг за выбросами. Потенциальную емкость рынка отходов ПЭТ — 1200-1600 тыс. т в год — оценил Николай Петов, руководитель отдела аналитики ООО «Инфомайн». Горячий спор развернулся по поводу раздельного сбора ТБО и его последующего разделения на мусороразделительных станциях. Все участники дискуссии выразили пожелания скорейшего принятия законодательных актов по утилизации ТБО и более активного вмешательства в процесс региональных администраций.

      Russian Congress of Plastics Converters to host panel discussion on MSW recycling


      A panel discussion titled “Experience of Russian cities in MSW recycling – problems and solutions” will take place on the 23rd November as part the 4th Russian Congress of Plastics Converters. The discussion is being held in the Small Conference Hall of the Moscow Government building (36/9 Novy Arbat, Moscow) from 14.00 to 17.00. The session will be attended by representatives from recyclers, municipal services and waste management companies.

      Sibur and Tatneft ready to merge tyre assets


      The Federal Antimonopoly Service of Russia has received an application for the merger of Sibur and Tatneft’s tyre assets. The new tyre company is expected to include OAO Sibur-Russian Tyres and OAO Nizhnekamskshina. Tatneft will hold a 51% stake in the new company, the rest 49% will be owned by Sibur. Sibur will also manage the combined tyre assets. At the same time, another three applications were submitted to the Russian antitrust watchdog. They are related to SIBUR Finance Luxembourg Sarl’s acquisition of a 100% stake in Sibur-Russian Tyres from OAO Tyre Invest, Zartel Limited’s acquisition of Sibur-Russian Tyres from SIBUR Finance Luxembourg Sarl and Zartel Limited’s deal to buy a 73.5% stake in Nizhnekamskshina from Laysan Investments, which makes Zartel Limited the owner of the merged assets of Sibur-Russian Tyres and Nizhnekamskshina.

      OAO Sibur-Russian Tyres includes tyre plants in Yaroslavl, Omsk, Voltyre-Prom, Uralshina, the Matador-Omskshina joint venture with Continental AG, the Saransk plant of rubber technical products and the synthetic cord producer Sibur-Volzhsy. In 2009, the company’s revenue totalled 20.1 billion roubles. OAO Nizhnekamskshina, part of Tatneft’s petrochemical business unit, consists of three plants manufacturing commodity tyres, truck tyres and radial car tyres of the Kama-Euro brand. The company produces 12 million tyres per year. Its revenue amounted to 6.88 billion roubles in 2009.



      Sibur opens styrenics complex



      Sibur-Khimprom, the Perm-based subsidiary of the Sibur Holding petrochemical company, has inaugurated its styrenics integrated facility. The complex including facilities for manufacturing ethyl-benzene, styrene and expandable polystyrene was officially opened on November 9. Total investments in the upgrading project and new capacities surpassed 8 billion roubles, according to Sibur. The ethyl-benzene with a capacity of 220,000 tpa uses a license from the U.S. firm The Badger Licensing LLC. The existing 120,000 tpa unit using outdated technologies will soon be decommissioned, Sibur said on its website. The upgrading of the styrene manufacturing facility added 100,000 tpa. The current capacity of the unit is 135,000 tpa. The new plant for the Alphapor™ expandable polystyrene with a capacity of 50,000 tonnes per year will use a technology from the Austro-Norwegian company Sunpor.



      Plastics processors to discuss key market issues


      On the 22nd and 23rd of November 2010 the 4th Russian Congress of Plastics Converters will take place in Moscow. The forum, which is being held in the Small Conference Hall of the Moscow Government building, is organised by the Russian Association of Plastics Converters, the RCC Group media and consulting company and supported by the Government of Moscow. Key market players will discuss developments in promising sectors of the polymer industry: TPEs, composites, flame retardants, modifying additives, food polymers, plastic recycling.


      A special panel discussion on the tense relations between domestic producers and processors of polymer feedstock (Kazanorgsintez, Sibur, Nizhnekamskneftekhim and others) will be held at the congress. Representatives from the Federal Antimonopoly Service and the Chamber of Commerce and Industry, the state bodies involved in investigating alleged monopoly abuses by Russian producers of base polymers, have been invited to take part in the panel discussion.


      As at the previous conferences, this year’s forum will present unique Russian developments intended to replace imported products. Some of these developments have already been commercialized, some will be offered to market players for commercialization. For example, a Russian facility for manufacturing montmorillonite-based additives will be presented during the congress. A unique design of closing valve allowing the replacement of metal parts with plastic ones will also be announced.


      A meeting entitled «Experience of Russian cities in MSW recycling – problems and solutions» will be held as part of the congress on the 23rd of November. The session will be devoted to issues related to the creation of the municipal solid waste collection and recycling system. The lack of landfills forces municipal authorities to use new waste treatment technologies, in particular, large-scale collection with subsequent pyrolysis of residues. Requirements to thermal recycling, ways to develop the waste treatment industry, specifics of the implementation of new technologies in Russia’s MSW sector will be discussed at a meeting to be attended by heads of the Industry Department and the Housing and Communal Department of the Moscow City Government, municipal services from across Russia and companies involved in MSW collection and recycling.


      A detailed report on the results of the congress, with the review of the market situation and market players’ proposals, will be made once the event ends. All the documents are planned to be published in print and online by mass media companies. They will also be sent to Russia’s governmental authorities and the State Duma (Parliament).

      Coatings plant to be built in Alabuga SEZ


      Russian-Italian joint venture Pixar Coatings has applied for residency in the Alabuga Special Economic Zone, the Tatar-inform news agency reported. The company plans to build a plant for manufacturing paints and coatings here. Investments in the project will amount to 615 million roubles ($20.4 million). The facility will have a capacity of 10,000 tonnes per year. The plant is expected to create 60 new jobs. It is scheduled for start-up in 2012.
      According to Vasily Kudryashov, general director of the Alabuga SEZ, all the Pixar Coatings documents were executed in compliance with the legislation, the package had been fully prepared and the firm’s application for residency could soon be submitted to the Russian Economy Ministry’s expert council.

      Sibur and Gail mull joint polyolefins project in Russia


      Indian natural gas producer Gail and Russia’s petrochemical major Sibur have established a working group to develop joint projects, www.rupec.ru said on September 29 citing documents prepared for the current visit of Viktor Khristenko, Russia’s Minister of Industry and Trade, to India. According the website, Gail expressed its interest in gas processing and polyolefin projects in Russia.
      This May, Sibur and the Indian company Reliance Industries signed a memorandum of understanding to create a joint venture for manufacturing butyl rubber in Jamnagar, India. If the project is successful, Sibur will provide separation and polymerization technologies. Sibur plans to get a 25–50% stake in the joint venture. Construction is scheduled for completion in 2013. Investments in the project are estimated at $200–300 million.



      Sibur gets full control over OOO Novatek-Polymer


      Russia’s petrochemical major Sibur has got the rest of the shares of OOO Novatek-Polymer, a former wholly-owned subsidiary of the Russian independent gas producer Novatek. Earlier the companies concluded the deal for the acquisition of 100% share capital of Novatek’s polymers unit. “A 32% share in the authorized capital of the enterprise was allocated at the conclusion of the contract on September 2, 2010. The remaining share of 68% was transferred after receiving approval for the deal from the Federal Antimonopoly Service of Russia,” Sibur said in a statement on its website.

      Novatek-Polymer manufactures various polymer products including insulating tapes and films based on polyethylene and polypropylene. Among the products are polymer tapes and wrappers, heat-shrinkage belts, cuffs to protect pipe welds, polyethylene pipes and fittings. The company’s output amounts to about 30,000 tonnes per year. In 2009, Novatek-Polymer generated revenue of 1.9 billion roubles.



      Rosneft’s Angarsk polymers plant to use Innovene S process


      Angarsk-based polymers plant OAO Angarsky Zavod Polimerov (Angarsk Polymers Plant), which is owned by the state-run oil company Rosneft, will use INEOS Technologies’ Innovene S process to manufacture high-density polyethylene (HDPE) and linear low-density polyethylene (LLDPE). This is the first time INEOS has licensed the Innovene S technology in Russia. The 345,000 tpa plant will produce Ziegler and Chrome monomodal and bimodal products.



      Russian fibre and yarn output rose in January-July


      In January-July 2010, Russia’s chemical production rose by 18.4% compared with the same period in 2009, reports the Russian Ministry of Industry and Trade. The output of rubber and plastic products grew by 22.4%. The output of coatings was up by 23.2% year-on-year. The production of chemical fibres and yarns amounted to 68,000 tonnes in January-July, a 22.2% increase from a year earlier. The growth can be attributed to a gradual increase in consumption and the relatively low 2009 benchmark. The output of textile yarns increased by 46.4%, technical yarns by 2.5 times, cord yarns by 18.7%, and staple fibre by 5.2%.


      The output of virgin ethylene-based polymers amounted to 918,700 tonnes in January-July (up by 13.4% y-o-y) owing to expanded output by Stavrolen (+43.8%); Angarsk Polymer Plant (+40.5%); Kazanorgsintez (+10.5%). The output of virgin propylene-based polymers and other polyolefins in January-July declined by 17.5% compared with January-July of 2009 due to a scheduled overhaul at NPP Neftekhimiya.


      The output of PVC amounted to 369,900 tonnes in January-July (+13.5%). Expanded output was posted by Nizhnekamskneftekhim (+16.1%); OAO Plastic (+97.6%), Angarsk Polymer Plant (+0.8%). The output of chemical and mineral fertilisers in January-July is estimated at about 10.4 million tonnes, up by 28.1% year-on-year.

      RusVinyl starts construction of PVC plant


      A corner stone laying ceremony has been held on the construction site of SolVin and Sibur’s joint venture RusVinyl, Sibur reported on July 12. According to Sibur, the new facility in the Kstovo district of the Nizhny Novgorod region is to be Russia’s largest integrated PVC plant. Belgium’s Prime Minister Yves Leterme, Deputy Governor of Nizhny Novgorod Vladimir Ivanov, Belgian Ambassador to Russia Guy Trouveroy, President of SIBUR Dmitry Konov, Chairman of Solvay’s Executive Committee Christian Jourquin, Chairman of SolVin’s Board of Directors Jacques van Rijckevorsel, and the CEO of RusVinyl, Jean-Louis Plumecocq took part in the ceremony.


      The new complex is scheduled to come online in 2013. Its future production capacity is estimated at 330,000 tonnes of PVC and 235,000 tonnes of caustic soda per year. Given that PVC consumption in Russia continues to grow at the same rate and pending that salt deposits in the Nizhny Novgorod region continue to be developed in sufficient quantities, the company may decide to increase the plant’s output capacity to 500,000 tpa. The new plant will use a PVC manufacturing technology from SolVin. The Technip international engineering group is responsible for the engineering design, equipment supply and construction management. SolVin is a joint venture between Solvay (75%) and BASF (25%).

      Goodyear plans to buy tyre yarn from Grodno Khimvolokno


      The US tyre producer Goodyear has expressed its interest in buying tyre yarn from the Grodno, Belarus-based company Khimvolokno, the BelTA news agency said in July citing representatives of the Belneftekhim concern. Currently, Goodyear is examining Khimvolokno’s capabilities to manufacture the products corresponding to Goodyear’s standards.


      Grodno Khimvolokno was founded in 1971. It has a capacity to produce about 50,000 tonnes of PA-6, 35,000 tonnes of chemical fibres and yarns per year. Four manufacturing divisions of the company offer nylon industrial thread and tyre yarn, cord thread and caprone thread, consumer goods and plastics. The products are exported to 29 countries.

      Sibur launches Kanvalan brand of non-woven geotextiles


      Kemerovo-based Orton, a subsidiary of Sibur, has opened a new plant for manufacturing non-woven geotextiles under the Kanvalan trademark, Sibur said in a statement. The new facility has a capacity of 9.4 tonnes per year (about 28 million m2 per year). The material will be produced from virgin polypropylene using the span bond technology.


      The Kanvalan geotextiles (white in colour, width of up to 5.2 metres) are used for separating structural layers, as well as in drainage and protection. The main applications of this product are road and railway building, infrastructure for oil and gas fields, pipeline ballasting, as well as industrial and civil construction. The license and equipment for the new line of geotextiles was bought from the Italian company O.R.V. Manufacturing S.p.A. Total investments in the project are estimated at 900 million roubles.

      Lukoil-Neftekhim divests its stake in Otechestvennye Polimery


      Russian energy company Lukoil-Neftekhim has sold its 49.99% stake in OOO Otechestvennye Polimery (English name: Domestic Polymers), a joint venture with Sibur Holding and the majority holder of the Bashkiria-based PET producer Polyef. The package was acquired in July by undisclosed financial investors not affiliated with Sibur. The sum of the deal is also unknown.


      As a reminder, Lukoil and Sibur established a joint venture to privatise Polyef in 2005. The privatisation auction was won by Selena controlled by Anatoly Bondaruk, which offered over 3 billion roubles for the unfinished facility. Lukoil and Sibur filed a lawsuit and made Selena agree to hand over the majority stake to the joint venture. Selena retained a 32.5% stake while the government of Bashkiria held 17.5% as a debt payment. Last year, Selena’s share was acquired by VTB bank.


      Presently, the list of Polyef’s shareholders includes Otechestvennye Polimery, VTB and OAO Premium (owned by the government of Bashkiria). This February, Premium’s share was placed into trust of Bashneft, Polyef’s principal paraxylene supplier. The top executive positions in Polyef are divided between Sibur and Sistema: Vice President of Sistema Alexander Goncharuk chairs the Board of Director, while Vladislav Kuznetsov, formerly Deputy Director General of Sibur-Motors, is the CEO.

      Chinese company to partake in PMMA joint venture in Novokuibyshevsk


      Negotiations between a delegation of the Samara regional administration and the government of Heilongjiang province were held in Harbin (China) on June 28. The parties outlined basic directions of cooperation in petrochemicals, the press service of the ministry of industry, energy and technology of the Samara region reported.


      As a result of the negotiations, a letter of intention was signed with the top management of the state-owned holding company Heilongjiang Zhongmeng Group to establish a joint venture to produce 50,000 tonnes of PMMA on the production site of OOO Samaraorgsintez.

      Он заявил: “Lanxess собирается использовать эти инвестиции для увеличения своей доли на быстрорастущих индийских рынках автомобилестроения, электроники и электротехники”.
      Строительство завода начнется осенью текущего года, а ввод в строй производства, на котором будет работать 60 человек, намечен на начало 2012 года.
      Индийский завод связан с производством компаундов в Уси, Китай, и совместно оба производства будут поставлять продукты Durethan и Pocan для всего Азиатско-Тихоокеанского региона. Lanxess недавно объявила, о увеличении производительности завода в Уси до 60000 метрических тонн в год к середине 2011 года.
      Губерт Финк, глава подразделения полукристаллических продуктов Lanxess, заявил, что развивающиеся рынки являются основным направлением в инвестиционной стратегии компании.
      Lanxess считает, что Индия станет третьим по величине потребительским рынком конструкционных пластмасс после США и Китая. Так, предсказывается, что индийское автомобилестроение в этом и следующем году будет расти со скоростью 10 процентов в год.
      “Новое производство в Джагадии позволит компании поставлять клиентам высокотехнологичные пластмассы напрямую и в сжатые сроки, за счет коротких каналов распространения”, – отметил Финк. В настоящее время индийские клиенты получают продукты Durethan и Pocan с завода в Уси.  //Plastics.ru
